Uniqueness in Design

Guwahati water supply system is designed on the gravity-based transmission & distribution system. All the reservoirs are being constructed on the hill tops (Higher altitude) with target to reduce the Operation and Maintenance Costs by GMDW&SB

Requirement

Guwahati is the largest city in the North Eastern region of India. The public water supply within Guwahati covers only about 30% of the city area, mostly South Central. Even within this area due to the degraded Water Treatment Plants and the High Water Leakage rate (around 38% in 2012), the provision of water at individual households was limited to 1 to 2 hours/day.

Implementation

Japan International Cooperation Agency (JICA) is providing assistance of 29453 Million Yen to Government of Assam, and India for the Guwahati Water Supply Project. The project consists of construction of waterworks facilities in the South Central and North Zones of Guwahati city to achieve 24×7 potable water supply with 100% coverage of the citizens within the above area and lead to upgrading citizen’s living standard. The project consists of two consulting components –1) PMC for institutional and capacity building component and 2) PMC for actual implementation of the engineering component of treatment plant, pipeline(s), distribution system, reservoirs and house connections etc.  GMDW&SB has appointed NJS Group as Institutional Capacity Development Consultants + Project Management Consultant and is responsible for the design and supervision of the water supply components comprising of intake works, water treatment plant, pumping stations, reservoirs and transmission and distribution network in these two zones preparation.

Scope of Services

  • Detailed designs and drawings for each project component including structural, process, mechanical, electrical and instrumentation details for each component/unit. – Treatment plant (37 MLD and 1919 MLD), pipeline Transmission main 147 Kms, reservoirs ( 8 nos), distribution system (1042 Kms), house connection etc., as required;
  • development of bid documents and specifications based JICA’s standard Bidding document (SBD) and FIDIC contracts;
  • providing assistance in evaluation and selection of bidders to implement various packages;
  • review and approval of contractor designs for all packages indicated above, provide detailed construction supervision for each packages;
  • assess and approve the interim payment certificates (IPCs) submitted by the Contractors;
  • assist GMDW&SB in finalizing the measurement book (MB) for payments;
  • conduct a detailed GIS and asset mapping;
  • Assist GMDW&SB as Owner’s Engineer in completing all project implementation formalities.
  • Institutional Development Component that includes preparation of detailed plan for the establishment of GMDW&SB, Jal Board Building, GIS, MIS, Billing, SCADA, Tariff System, Capacity Building Programs, Social Awareness and relevant components

Outcome

  • GMDW&SB is functional now with partial commissioning of 191 MLD Water Treatment Plant with two reservoirs (Ramsahill) & Lichubagan) and approximately 18,000 metered House Service Connection provided in 23 DMA’s till date at South Central Guwahati.
  • GIS based Online House service Connection Registration integrated with Redressal system is available for end users (citizens) to apply for the HSC in transparent mode.
  • PMC (ICDC) is assisting GMDW&SB in Water Billing & Metering System to ensure the long-term sustainability of the entire water supply system by collecting fees from its customers, based on their actual metered water use and a volumetric tariff structure designed to guarantee water affordability for all, to cover its annual operating expenses and capital replacement costs.
